VS 2017: how to edit overlapping dialog boxes in a Windows form

I have a complex form with multiple dialog boxes, and some splitter windows.

Some of the dialog boxes are overlapped by other panes of the form.

Some of the panes are enabled or disabled at run time.

I would like how to edit the overlapped dialog boxes.

Can they be isolated in some way or brought into another editor?

Or is there a way to zoom out the designer for easier access to the individual dialog boxes?
