Does VS2019 Community and Windows form designer for Core 3.0 have a working solution?

Everything I am seeing is about some "preview" version and Core 3.0 and Windows form design, like dropping a button on the form. That's all I want to start doing is drop a control on the form, becuase I double-click the form.cs and there is no form designer showing. I am using VS2019 Community.
