Windows 10 Workspace manipulation

I recently ran Win 10's on screen keyboard.

And I realized that it pops up from the bottom of the screen and resizes the existing window. So it's not an overlay. It redefines the workspace area of the main display.

When you click to open said keyboard, it squeezes other apps to fit the remaining space.

I was running VS and clicked the onscreen keyboard by accident and it popped up from the bottom of the screen. I noticed however that it's not an overlay, it just takes whatever space it needs and “resizes” the current app. However, I also noticed that VS's windowstate was Windowstate.Maximized.

So it doesn't just make it's own space, it redefines the area of the current monitor's workspace.

Anyone has any idea how to replicate this behavior?
