C# Proxy IP generator script in (number)

here im looking in library of code to program with C#

I first wanted code (that generates an IP/proxy)

then i wanted code to generate the firsts snippet of code into (xnumber of ips)

then i wanted t configure rotating ips per so many connections

also to configure max limit of live ips per so many ips in pool

then to configure into a server


still looking to share this code free when finished

any library's programmers here have reference too?
