VS2017 auto restart after close / VS2017 hangs on start

Hi everyone
Every time I close VS2017, it reopens. It only does it once and I have to close it again.

For example. If I have three instances of VS2017, each one that closes will reopen.

On the other hand (and very often) VS2017 hangs up showing a dialogue that reads: "Micrososft Visual Studio is busy. We'll automatically report this delay ... blablabla" and it is necessary to kill the process.

The problem is that these two behaviors are complicating my work a lot.

The version of VS2017 is 15.9.18.

I have already traveled this forum (and others) looking for and testing different proposed solutions and none of them can solve the problem.
