Can Azure Cloud Service have target .NET Core?

Can Azure Cloud Service have target .NET Core? When I create project in latest Visual Studio (2019 Community 16.4.2) I see only .NET Framework as target platform. Can it be .NET Core?

I read that Microsoft develops mostly .NET Core now, and new project should use .NET Core as target. Does it mean that .NET Framework will be discontinued?
