Create Incoming Connection

Hlo guys i am excited by creating an incoming connection for vpn in which i have to assign authorized users manually from the list. I have to dynamically assign/Add/Create local users to incoming connection for vpn setup.[--But there is a power-shell program to create vpn client and it is useless for me--]. Is there any programming code to create an incoming connection(VPN server) and add users programmatically. Please help me to achieve this.
