Bundeling cl.exe and everything needed to compile with project?

Can I legally bundle the microsoft compiler (cl.exe and all necessary header, lib, .dll and .exe files) with my project?

I managed to get the compiler size down to 32MB zipped, and Visual Studio runs at many GB...
