Visualbasic 6.0 & MS Access 2000 - Licence Regarding

Hi

I purchased Used Laptop where in WinXP, visual basic 6.0 already installed.

I don't know it is licenced or not.

Can I use this for developing commercial small application and distribute to clients.

The End user(Client) require any licence to use the developed application.

Anyone please clarify.
