cannot debug in Internet Explorer. IE opens and immediately closes

Windows 10 enterprise

IIS v1703

Three projects do the same thing.

All three open chrome to debug without issue.

All three start debug process. Internet Explorer 11 opens then immediately closes with iexplorer.exe has exited with code -1073741790, and w3wp.exe has exited with code 0
