What is the difference between the two pull requests?

[Doctor-Who]

I'm using GitHub for one of my projects. I also use VS 2019 Community Edition. When I look at the Team Explorer, connected to my GitHub repo, I see this:




There are two Pull Requests buttons here, which confuse me. I can see, but the emblem next to each of them, that they're meant for different things, but I'm clueless as to what each is meant for. Please explain.
