VS2017 Pro Install gets stuck applying Microsoft.VisualStudio.Debugger.JustInTime

I started installing VS2017 at 8:30 this morning - it is now 11am. The installation has been stuck on 89% for the best part of 2 hours, ironically at the JustInTime debugger portion.

Should the installation take this amount of time? Is there anything I can do short of killing the install and starting again?
