I can only speak for clean Vista machines that have never had an earlier
version of Office installed and furthermore this pertains to Office 2003 SP3.
The error code 80070643 is only going to be cured by using the listool.exe
utility to remove the Local Installation Source from the machine. Download
listool.exe from here:

I also had Defender off but I doubt that really mattered. If you like me
feel you've wasted your time trying all the other BS on this thread about
anti-virus, reg hacks, registering dll's, and countless suggestions to read
the MS knowledge base article that is not just stupid but wrong - try
listool.exe - it's painless, it's simple and best of all it works when all
else fails.
Just make sure to uninstall the LIS for ALL Office 2003 products listed in
the tool.
I'm mean really - what are the chances anyone actually has the OSE disabled
unless it was on purpose?
