How to fix problem where text values are not showing on SSRS report when in Preview mode?

Using Visual Studio Community 2019 with SSRS Add-In (Microsoft SQL Server Reporting Services Designers Version 15.0.1659.0) on Windows 10; SSRS 2019. In trying my first report where I added a title using a texbox, I could not see the title in Preview. I also tried a Table which had the same issue (column header values and data values don't show). Doing some testing, text values do not show in Preview mode in Report Builder from SSRS 2019 nor from SSDT 2017. However, text values do show on the report Portal and when exporting report (PDF, Excel, Word).

I also tried installing everything again but did not fix the problem. I also tried installing everything on a different computer and still the same problem came up.

In going online for help, I found a person who fixed it by repeatedly deleting and adding a text, closing application during each try. This worked sometimes. I also found a person who fixed it by setting the CanGrow field of the Texbox to FALSE which I tried and it worked. In short, people have reported this problem but could not find a good solution. It seems this problem has existed for years.

Does anyone (Microsoft?) know how to fix this problem?
