Web Deploy and SqlRoleMnagerConnection

I'm attempting to deploy a web application using Visual Studio 2019 and I get the following error when I attempt to do a web deploy:

Error 4 The 'SqlRoleManagerConnection-Web.config Connection String' argument cannot be null or empty. 0 0 BTSWebSite

I have defined a connectoin string for the SQLRoleManagerConnection, so I don't know why I'm getting this error. Has anyone else run into this problem? What is the resolution?
