Application in VB WinForms release version does not read/write app settings...

Can anyone suggest to me a possible reason why my VB WinForms app (release version) does not read or write the app settings file (MyApp.exe.config) when either compiled to executable or run through the IDE? When compiled to the debug version or run through the IDE under the debug setting everything works perfectly. The release version just all of a sudden stopped reading/writing the settings after I update VS yesterday.

Using Visual Studio 2019, .NET Framework 4.8, on Windows 10 Pro
