Real-time animation problem

My program draws a picture and then animates it, showing moving parts. This works as long as Windows is not doing anything else. But if I open an Internet site, or sometimes for other reasons, the display freezes while Windows does its other task.

Is there any way to tell Windows to keep my display active until the animation is over?
