Do Win 10 users need to update Microsoft Visual C++ 2013 Redistributable (x86) or Microsoft Visual C++ 2013 Redistributable (x64)?

Driver update program scan results strongly imply that drivers such as Microsoft Visual C++ 2013 Redistributable, etc. should be updated to the latest revision. Is there any necessity for non-developers to update such files?
