Rebuilding server

I have a terminal server that had a 5 pack license. This server failed on me
and so I need to rebuild it from scratch. If I have the license code, how do
I move this license to the new server. Keep in mind, I am unable to
deactivate the old server because it is beyond repair.

You are probably talking about "normal" CALs as opposed to TS-CALs.
The standard edition of Windows Server 2003 comes with 5 "normal" CALs
that allow 5 client machines to connect to the server via SMB. TS-
CALs, on the other hand, govern which clients can connect to the
server via RDP.

Terminal servers typically are not used as file/print servers and thus
only need TS-CALs. As those are store on the TS licensing server and
not on the terminal server itself, there is nothing you have to do.

I am looking to activate my TS-CALs (5 User CALs). When I try to activate
them on the new server, I get a message saying that they have already been
activated. I assume I need to notify Microsoft that the original server has
been hosed. Does anyone know who to email or who to call and if so, what
address/phone number?

You have to call the Clearinghouse. They will issue you a new
license pack for installation on your new TS Licensing Server.

If your old, crashed LS was an Enterprise LS, you might also have
to remove it manually from AD. Check this:

Call the Microsoft Clearinghouse, they are able to reset the TS-CALs.
http://support.microsoft.com/kb/291795 tells you how to find the phone
number you need.
