Can't refer "Presentation.Framework version =4.0.00" in a library project with .NETCore 3.0 Framework

We have a library with .NETFramework 4.6.1. we use "Presentation.Framework 4.0.0.0" in that library. We also have a project library with .NETCore 3.0 Framework, in frameworks we have "Microsoft.NETCore.APP and Microsoft.WindowsDesktop.App". But we can't add Presentation.Framework.dll with version 4.0.00 in our library with .NETCore 3.0. Is that supported or any suggestions to add that dll.
