VB2010 Winforms Custom control (label) behaviour changes at runtime

I am still using Winforms as this is what is working for me (70yr old self taught VB) with Visual Studio 2010 ($$$ reasons). I have a custom control I designed to display a bulleted list, overriding the OnPaint event, and it displays correctly in the designer window, but at runtime, it is adding a Padding of 15px, and I cannot understand why. Can anyone please suggest what I am doing wrong and how to correct this behaviour?
