Unable to add Visual Studio account or update license (VS Enterprise 2015)

I have a MPN subscription to Visual Studio Enterprise through the PartnerCenter on my work account, but I started getting warnings on our production machine for Visual Studio Enterprise 2015 (the only version in use) that my license was stale and needed to be refreshed. When I attempt to get an updated license I get the error "We could not download a license. Please check your network connection or proxy settings."

I can log in to the work account as the personalization account, but when I try to add my work account as an additional account, it prompts me for 2FA, but then reports failure after I provide the code it texts me (error AADSTS50074). My account is also configured to allow the microsoft mobile authenticator app, but that's not triggering here. The Admin account on the same machine is not having this issue. I can also use my personal microsoft account and it shows a trial license for evaluation when I do.

I am having the same issue on my physical work laptop and my work virtual machine on different networks, but my personal laptop on one of those networks allows me to add the work account and check for licenses for a different version of visual studio.


In my visual studio profile online there are two different references to my email; the regular version Name@company.com and an external reference NAME_Company.com#EXT#companyCloud.onmicrosoft.com which may be causing complications.


I have already added the following websites to the trusted sites list for IE:

Any advice or recommendations to keep my subscription usable?
