VS2017/VS2019 Build Tools for Mobile Development with C++ workload missing

Hi,

VS2019 Build tools has no workload for Installing Xamarin Tools. Currently I should use one of the developer licenses and install VS2019 Professional for Mobile Development with C++ workload.

Does Microsoft support this? Why are some workloads missing in Build tools? Am I missing something?
