windows update for Microsoft Visual Studio 2019

Hi everyone

I have a quick question

I was trying to install Microsoft visual build tools, but when the installer is downloaded and installed, the installer stopped ( normally it stopped to open a new window to start MV build tools installation) , but nothing happened, and the installer didn't start.

I believe that one of my updates is missing

I have win 7 service pack 1

Can anyone tell me what are the updates that are important for the installation?
