UI guidelines for 'notification bar'?

I see a full-width 'notification bar' below the ribbon in MS Office apps from time-to-time, and we're considering a similar approach for our MFC app.

An example is when you open an Excel sheet that contains a macro, you see a yellow bar that says 'Security Warning' and an 'Enable Content' button (Note: Unfortunately, I can't post an image here yet...working on it.)

However, I'm unable to find any reference to it in the UI guidelines for MFC or Office.

• Does it have UI guidelines?
• Does this UI element have a name?
