change chart label orientation

I create charts using DataVisualization.Charting.Chart. The y-axis labels are rotated 90 degrees counter-clockwise from the horizontal. There several answers to the question of how to change the orientation of the labels, and they all said to set AxisY.LabelStyle.Angle to the desired angle, and also to set AxisY.IsLabelAutoFit to false. This seemed to work for everybody who asked the question but it isn't working for me. No matter what I set the angle to the label always has the same orientation. Is there something else that needs to be set? Maybe a default setting when the chart is added to a form that needs to be changed?
