Unable to load *pssproj project in VS2019

Hi All,

I got some issue between VS2019 and powershell project from previous VS which need your hand..

I got a powershell project with extension *pssproj which created in VS2013 or before(by previous days and colleagues..). Right now I tried to upgrade to VS2019, but after the installation, when I try to open this *pssproj project, VS2019 returned that "powershell project unsupported"...

I tried to search in google and found that, i should install a PowerShell Tools for Visual Studio (PowerShell Tools for Visual Studio - Visual Studio Marketplace). I downloaded the tools(*.vsix file) from the link and installed in the computer but it prompted that the installation is failed due to "Certificate is invalid: PowerShellTools.5.5.1.vsix".....

I read other post from google and they mentioned that i should be able to download the tools via extension manager inside VS2019; But due to my env, the machine used to install VS2019 unable to connect to internet.......

May I ask what else I can do to resolve such issue please?
