Error installing "Azure Data Lake and Stream Analytics" extension for Visual Studio 2017/2019

Hi, I ran into the following error when trying to install the "Azure Data Lake and Stream Analytics" extension for Visual Studio, both 2017 and 2019. It repros consistently for me on 2 different machines.

Installation of Azure Data Lake and Stream Analytics Tools failed. To install this extension please install at least one of the following components: Azure Data Lake and Stream Analytics Tools

I did not see any other useful-looking messages in the output log.
