Application does not come forward when debugging

When pressing F5 to debug, the application in question usually comes forward, in front of Visual Studio. Web solution, Windows Forms - regardless of type, it used to come on top, immediately accessible.
Suddenly, is stays behind Visual Studio when debugging starts, so I have to Alt-Tab to get it in view.
This effect is persistent, and occurred about a week ago or so.
Visual Studio 2019 16.5.4
BTW, it works normal in Visual Studio 2017.

What can be the cause?
