Value cannot be null. Parameter name: instance error in VS2019 for 4.8 .Net framework when i try to view active x designer form

When I try to view the design of a form designed in active report I get the following error.

Value cannot be null. Parameter name: instance

I tried updating my target framework version but its already the latest.

Not sure how should I solve this error.
