program not started in the local appdata folder

The program does not start in the local appdata folder "C:\Users\user\AppData\Local\MyApp" or in another folder where administrator permission is not required to be able to write and delete files, but in folders such as "C:\\" or "C:\\Program Files" that require administrator permission to interact with the files, the program starts normally.

When I start in the local appdata folder, no process starts and shows no error.

Note: I don't want to run my program with an administrator!
