Starting VS Powershell as Admin hangs

I have run SFC /SCANNOW, done repairs on VS, applied updates, checked eventlog and I can find no solution. When I right click on the VS 2019 PowerShell and ask to run as Admin, it opens a blank command window and hangs.
Searching the web, the only other response I got was to re-install windows. I don't think that's a valid solution.
I'm running Windows 10.0.18363.959, VS 2019 16.6.4, PowerShell 5.1.18362.752. Running on a Dell XPS 8930 i7-9700 with 64Gb RAM, M.2 500Gb SSD boot drive.
I can use Windows-X and start PowerShell as admin that way but I want my Dev environment.
The workaround that I used was to copy the command that the VS PowerShell icon was calling and put that into a CMD file then run that CMD as Admin.
I suspect it's a problem with the VS install but I have not been able to find any log that would indicate what the problem is.
