Packet Manager doesn't function properly in browser in VS2019

When I try to install a Nuget Package using the Package Manager browser in VS2019 (right click on project -> Manage Nuget Packeges), release 16.6.3 , the selected package can't be added/updated/removed. I don't get any error message regarding the reason why it doesn't respond the way it should. The only way to manage my packages is by using the PM CLI. What causes this behaviour and is there a way to fix this? Can I for instancen 'reinstall' the package manager itself?
