the designer could not be shown for my window form

hi all


I got a brand new laptop, install VS 2019 professional, connect to my TFS and load my old project( in VS2015). I can build and run, but I can not open some windows forms in the designer, but instead I got this message below. the base class itself can be opened in designer.
