Null reference exception on assigning a new instance of dictionary

Hi,

Can anyone please explain the error in the image below. This code is in a function and the first time the function is called the new instance of Dictionary being assigned to attributeValues works fine. On a subsequent call to the function this line fails with the null reference exception
