Upgrading VS 2008 Reporting Service project to current version

I have a web application developed using VS 2008 C# which includes numerous charts developed with reporting services. The application is running on Windows 2008 Server and SQL Server 2008. I want to upgrade the projects to VS 2019 and deploy on Windows Server 2019 and SQL Server 2019. I understand I need to use a two step procedure with the web app code first upgrading to VS 2015 and from there to VS 2019. Unfortunately that is not working for the Reports project as it will not upgrade in VS 2015.

How can I proceed in upgrading the reporting service project?
