Adjust computer applications volume when Speech Synthesis starts talking

Hello,

Is there an easy way to turn down the volume of all applications playing audio except mine which will contain the text to speech? I use the speech.synthesis instead of the SAPI.

I have tried researching figuring out how to do this and I find how to control the computer's master volume but not how to lower the volume of all other apps except mine.

Any help would be greatly appreciated!
