Per User Licensing Mode

I installed some per user Terminal Server CALS on our server. Activation,
etc. went fine.
When I go to the Terminal Services Configuration (tscc) and select "Per
User" Licensesing Mode, the dialog states "The allocation of licenses to
users is not currently managed.".
Why do I see this? "Per Device" does not have this extra sentence.

That's because Per User licensing is currently unmanaged, and Per
Device is not :-)
Unmanaged means that the TS will only verify that it can find a
Licensing server, but the LS will never actually issue a license. If
you open the TS Licensing Manager, you will see that it says "N/A"
under the Issued column, and you'll never see the license usage.
The downside is that you will have to keep track of the license usage
in some other way.

Windows 2008 will support Per User license tracking.
