IIS 5.0 W3Svc will not start eventids 202 116 7023

I have a single Windows 2000 Server in a small domain. The local Intranet
site is hosted off of this Server with IIS 5.0. The server is updated to SP4
with all security patches. The IIS service sometimes starts after reboot but
the admin page is inaccessible as is the IIS Admin mmc. I am not sure but it
seems to be an issue with the registry or metabase. I have resinstalled IIS
5.0 several times to resolve and looked at several KB articles. Where should
I begin?
I have a MPS report if needed.

I verified the path, ok. C:\WINNT\system32\inetsrv\inetinfo.exe
reinstalled iis no nntp or ftp
uninstalled the web based ManagEngine OpMananager 6.0 console app
Can use XP Pro Workstation to logon to iis admin mmc but nothing shows up.
Sometimes allows me to restart iis services but gives error service has not
been started. Sometimes I cannot connect to the server remotely via mmc only
RDP

log looks good for last install today, no fails on reinstall. Can send log
if needed.

issue

gave administrators full control, still same issue starting w3svc

Rebuilding the server and domain is not an option at present.

You can safely disable the License Logging Service, it never worked
properly and your server will run fine without it.

John,

I did see the post but it seemed very intrusive and the resolution required
that you need to know the origination time and date. I do not know this
since the issue began before I was on board. Have you performed this fix on
a system and what risks will I be taking as this is a production server?

OK under C:\Documents and Settings\All Users\Application
Data\Microsoft\Crypto\RSA\MachineKeys I have the following keys and modified
dates. Should I just guess?

You can look/sort through the Event Log and see if you can find when the
error started to happen. I have never tried this fix and I cannot tell
you what the outcome will be, I wouldn't try to guess on the file to
delete. Note that the article states that you need to apply the hotfix
after you delete the file and do the registry fix. Maybe someone else
has more in depth experience with IIS and they might be able to offer
further help. If you cannot get answers here you may want to post to
one of the IIS groups.
