Convert TXT file to PEM file

I posted this question to an other group but got no response so I am trying
here. How can I convert a TXT file to a PEM file? Now when I open it it
opens with
notepad and when I try to save as all files it does not convert to Pem
..When I downloaded it it downloads as a TXT file but it supposed to download
as pem.

If this is a "Privacy Enhanced Mail" file type, then it appears to be
encoded in base64 format.

In this case rename the extension as .b64 and see if Winzip will
open/decode it. I know earlier version were able to.
