You may need to do a Repair Install. It is difficult to say what
happened because we don't have an accurate picture of the true state of
your computer. At this point, you should consider your level of computer
skills dispassionately and decide whether the best solution is to take
the machine to a qualified computer professional. This will not be a
BigComputerStore/GeekSquad type of place. I don't say this to hurt your
feelings or disparage your mad skilz in any way; I'm just being practical.
If you feel you want to try and fix things yourself, back up your data
first. Then make sure the computer is really virus/malware-free and has
no other errors. Check Event Viewer to see what may be happening. Do
maintenance and then try a Repair Install. All of these steps can be
done in Safe Mode.

Afterwards, do not install garbage programs made by Norton or McAfee.
Recommended antivirus programs are NOD32, Kaspersky, and Avast (free).
The Windows Firewall is adequate for most people.
