Small Bus Server vs. Server 2003 and TS

I am a bit confused choosing between Small Business Server and Server 2003.
I am a devel;oper and need to install my app and test it under Terminal
Services over a WAN or over the Internet. From what I have read, SBS and
Server2003 both have TS., so I think I could use either for my purposes,
which is focused on learning TS setup and testing my app in TS.

Specifically, I have an interest in:
1) learning how to set up and run TS in either environment so I can assist
my clients who may be running the app in either environment, and
2) testing the app and any future upgrades running under TS.

Regarding 1) above, anyone know if the setup process for TS is the same in
SBS and Server 2003? I.E., if I get SBS at a lower cost than Server 2003,
and learn setting up TS, will I find it difficult to assist a client who is
using Server2003?

Regarding 2), if my app is tested in TS under SBS, would it be reasonable to
assume I do not need another test in TS running under Server2003?

If this is important to SBS vs Server 2003, I should mention my app
interacts with Excel and Word, and has been running in LAN environment under
XP for many years.

TS on SBS 2003 is limited ONLY TO ADMINISTRATORS and ONLY 2 Connections,
it's for maintenance of the SBS Server only.

TS in Windows 2003 Standard requires that you purchase TS Licenses in
order to allow users to use it.

So, if you want SBS 2003, you will have to purchase another server and
Windows 2003 Std and then setup that.

If you have Windows 2003 Std then you "CAN" install T/S on it in
application mode, but that would violate security norms and you never
install T/S for users on the domain controller.

It's not recommended to use SBS for TS. On SBS it's not possible to use TS in
application mode. Use Windows server 2003, which is also cheaper and
configure TS on it. Lock down the server (as done on a well installed TS) and
