Configuring Outlook on TS

I have recently installed Office 2003 on our 2003 TS. I want to use the
GPO's from the Office Resource kit to configure a default Outlook Template
and also make changes to what the users can configure within Outlook. Where
I am having difficulty is that I only want it to apply when users log onto
our TS. From what I have seen I can only apply the Outlook GPOs to users/
groups not to computers. Can someone assist me?
