Unable to set HTML wallpaper

I have installed x64 Windows XP professional on Optiplex 745

whenever I set the wallpaper of HTML style It doesn't reflects
also I am unable to view file type as HTML while broowsing ,as HTML file is
exist in the target folder
????????????????????

Windows XP Professional x64 Edition does not support Active Desktop, I'm
afraid. Therefore no HTML wallpaper.
