Users can not log in

I have a terminal server 2000 with 2gb RAM and anouther 2gb on the way.
After a few users log in the following user recieve the following Which is
recorded in the event log

Windows cannot load your profile. Please increase the registry size and
restart the computer.

Which is recorded in the event log along with

RegLoadKey failed. Return value Insufficient system resources exist to
complete the requested service. for C:\Documents and
Settings\Administrator\ntuser.dat.

I am running performance logging and i happen to see that memory Pages/Sec
ranges from 50-993 and most of the stats are in the mid hundreds.

We have seen that article already, we are noticing that the percent registry
quota in use is 99% or more. How do we free up more space in the registry in
use? Is that a possible cause of this?

registry size can be changed in the same screen you change your virtual
memory.

rightclick my computer > properties > advanced > performance options

dunno if it'll help, but that's where it is.

Did you make the changes that are described in the article?
Don't think registry size id the problem here. Check:

292726 - Registry Size Limit functionality has been removed from
Windows Server 2003 and from Windows XP

Yes we made the changes and also increased the registry size with no result
of fixing the problem.
