Re: unable to run setup or .exe programmes. error reported as"cannot find file"
I know this is an old post, but I just had the same problem and through
a roundabout way, found the solution in Microsofts' KnowledgeBase.
I was missing, (due to a virus I think) the file ntvdm.exe in
\system32,
I replaced it with a copy from my cache (I did a search and found 3
different copies on my computer) and the problem is gone!
It seems that this file, and some registry entries, are needed for
running MS-DOS or 16-bit applications.

There they are talking about purposely disabling 16-bit applications!
