licensing issue with Windows server 2003

I have an issue with one particular client where the entire network is
locking up and they have to reboot all of the devices in the network
to recover functionality. I have eliminated most of the network
devices (routers, switches, etc.) as the culprits, but I'm thinking
that the issue may lie in the User CALs. They just expanded operations
and added additional people to their facility, and I'm wondering if a
lack of CALs would cause the issue that is happening.

Any thoughts?

Since Windows Server 2003 doesn't track Per User licenses, it doesn't
sound like this is the problem. If it is, you should be seeing errors
and/or warnings in the event logs.
