AD not replicating GP's!

I keep getting this error every 5 minutes

<\\OurDomain.com\sysvol\OurDomain.com\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>.
(Access is denied. ). Group Policy processing aborted.

but I can access from all our DC's that file and open it perfectly fine...
why in the world is this happening? I haven't had much help from google
searches which basically check file shares are running and DFS is which they
are... any ideas on where to look? thanks!

This error has many base problems, each individual problem is different,
