Terminal Services Rights

I have been fighting this problem for over a week now. On 2 newly built
servers, I am getting the same message:

"To log on to this remote computer, you must have Terminal Server
User access permissions on this computer. By default, members of the Remote
Desktop Users group have these permissions. If you are not a member of the
Remote Desktop Users group or another group that has these permissions, or if
the Remote Desktop User group does not have these permissions, you must be
granted these permissions manually."


So far, I have done the following:

1.) Removed Terminal Services Licensing from the Domain Controller.
2.) Made sure that the users were part of the Remote Desktop User group.
3.) Created a Tandem Users group and given them the same rights
4.) Added both groups to the Permissions area of TS Configuration, RDP.

Any further ideas would be greatly appreciated. Thanks!

Is Terminal Services running on a Domain Controller?

I'm having a similar problem on a domain controller. I was able to
RDP, but now I'm getting the message list in the post. I have check
the RDP permissions and the Administrators group. I checked RSOP and
the default domain policy and domain controllers policy. If it use
RDP /console it does allow me to connect.

If you can connect to the console, but not to a normal session,
then my guess would be that you don't have your licensing
requirements in place. The console session is the only session
which doesn't need a license.
Check the EventLog to confirm this.
