Telephony Will Not Start

I am unable to Dial-up the Interent because the Telephony Service will not
start.

I have:

Entered Run services.msc, right-clicked on Telephony, and
left-clicked Properties; with Start-up type set to Manual I clicked the Start
button. Instead of starting error message 1053 appeared. The message said,
the service did not respond to the service request in timely fashion.

I checked to see if the services Telephony depends were running and both
Plug-N-Play and RPC had started.

I entered the path to the executable program and found svchost.exe in
C:\WINDOWS\System32, but the path also had a suffix -k tapisrv, so I
performed a search for tapisrv and found tapisrv.dll in C:WINDOWS/System32.

I searched the Registry for svchost, tapisrv and found it in HKEY_USERS,
under AppEvents, Software, Microsoft, Search Assistant, ACMru, 5603, 002.

I ran net stop tas, rebooted and performed the net start tas command.
Telephony did not start; local was checked and PnP and RPC both started.

I ran sfc/scannow, put my system disk in the CD drive and watched it
verified the hidden files. Then I rebooted. Telephony still did not start.
When I clicked on the Telephony Start button, I got error message 1053.

Event Viewer – System displays the following error messages:
7000 Telephony service failed to respond to start request
7001 Remote Access Control Mgr failed to start because t depends on Telephony
7009 Timeout waiting for Telephony
7024 Routing and Remote Access terminated
1060 Application Popup

The description for 1060: \SystemRoot\Sys\Wow64\Drivers\mdc8021x.sys has
been blocked from loading due to icompatability with nthis system; and in the
detail it said file name ws03res.dll

Event Viewer - Applications has a Warning Category Ci Service. The IISADMIN
service is not available, so virtual roots cannot be indexed Could this be
the cause of the Telephony Service not starting?

Can someone help me?

If this is a new machine and you have nForce chipset, you might have to
install the nVidia Firewall and then un-install it? If this is an IIS issue,
perhaps go visit an IIS NG?
